Our Story

Born from Hurricane Katrina. Built for every disaster that followed.

Fenton Dean Consulting was founded on a core conviction: in moments of profound disruption, communities deserve disciplined expertise, uncompromising advocacy, and a recovery partner capable of navigating the full complexity of federal disaster programs.

The firm's story begins with founder Fenton Dean, whose career launched at the distinguished engineering firm PBS&J — now the Atkins Group — where he served as a Planner responsible for regional and international airport design, safety planning, and infrastructure strategy. This early work grounded him in the precision, regulatory rigor, and systems-level thinking that would later define his approach to disaster recovery.

Everything shifted in the aftermath of Hurricane Katrina, when Mississippi and Louisiana faced unprecedented devastation. Contracted via the Mississippi Emergency Management Agency, Fenton led statewide efforts to secure federal grants for agencies, higher-education institutions, cities, townships, and universities — marking the beginning of a career dedicated to restoring communities and protecting the public interest.

Over the next two decades, Fenton supported and led recovery operations across Mississippi, Louisiana, New Mexico, South Carolina, Iowa, New York, Puerto Rico, and Florida through premier national and international firms including James Lee Witt Associates, Deloitte, and Tidal Basin. Across these engagements, he contributed to more than 20 federally declared disasters, building a reputation for accuracy, integrity, and strategic foresight.

From this foundation, Fenton Dean Consulting was created — born from a desire to accelerate recovery, safeguard funding, and guide organizations through the federal requirements that determine long-term success.

Fenton holds an MBA and a Master's in Aviation Management from Florida Institute of Technology (FIT), as well as a Bachelor's in Aviation Management, and brings over 20 years of leadership experience in Governmental Advisory, Disaster Preparedness, and Disaster Recovery Consulting. His career began at PBS&J (now the Atkins Group), where he worked as a Planner on regional and international airport design and infrastructure strategy. Following Hurricane Katrina, Fenton joined the Mississippi recovery effort — contracted via the Mississippi Emergency Management Agency to lead statewide federal grant work for agencies, universities, cities, and townships. Over the next two decades he supported recovery operations in Mississippi, Louisiana, New Mexico, South Carolina, Iowa, New York, Puerto Rico, and Florida through engagements with James Lee Witt Associates, Deloitte, and Tidal Basin, contributing to more than 20 federally declared disasters. He founded Fenton Dean Consulting to accelerate recovery, safeguard public funding, and ensure every eligible applicant has expert representation.
