What We Do

Our team, partnerships, and innovative approaches to preparedness and recovery with mitigation set us above industry competitors.

Our Services

Everything from preparedness to pre-disaster to recovery

From evaluating systems and providing templates and training for staff, we work with you to ensure your organisation is eligible and ready before disaster strikes. From preparedness to response and recovery — we manage every dimension so you can focus on your community.

Preparedness & Pre-Event Planning

We evaluate your systems and build the structure you need to be eligible — before disaster strikes.

From evaluating existing systems to providing templates and staff training, we work with you to ensure your organization is structurally and documentarily ready before a disaster occurs. We provide readiness assessments, pre-event eligibility reviews, and procurement frameworks so that when disaster strikes, your recovery is already set up for success.

What we deliver

  • Pre-event eligibility and system readiness reviews
  • Staff training on documentation and procurement standards
  • Template development for damage reporting and record-keeping
  • Procurement framework setup aligned with 2 CFR Part 200

Response Advisory

Immediate expert guidance in the critical window after a disaster — when decisions have lasting consequences.

In the immediate aftermath of a disaster, the decisions made in the first hours and days determine what is recoverable. While life-safety operations are carried out by first responders, our team advises organizations on what to document, what to protect, and how to position your claim from the very first day. We coordinate with your team to ensure nothing eligible is missed.

What we deliver

  • Immediate post-event advisory and response coordination
  • Documentation protocols for the first 72 hours
  • Guidance on force account labor, equipment, and contracts
  • Liaison support with FEMA, state agencies, and other federal programs

FEMA PA Grant Management

End-to-end oversight of your Public Assistance grant from initial registration through final closeout.

We manage every stage of the FEMA Public Assistance lifecycle — from disaster registration and damage assessments through project formulation, obligation tracking, and federal closeout. Our team ensures your organization's scope of work does not overlap with that of other federal agencies, and we maintain active liaison with FEMA, HUD, DOT, and the Department of Environmental Protection throughout the process.

What we deliver

  • Full lifecycle management from declaration to closeout
  • Maximized reimbursement through complete documentation
  • Compliance with 2 CFR Part 200 procurement standards
  • Coordination across federal agencies to avoid scope duplication

Project Formulation & Scoping

Technically sound project worksheets that capture maximum eligible scope — the first time.

Incomplete or incorrectly scoped project worksheets are the leading cause of reimbursement shortfalls and costly amendments. We develop and review all Project Worksheets (PWs), ensuring eligible scope is fully captured, cost estimates are defensible, and special considerations like codes, standards upgrades, and inter-agency scope boundaries are identified.

What we deliver

  • Complete scope capture for all eligible work categories
  • Hazard mitigation and 428 alternative procedures analysis
  • Codes, standards, and ADA compliance identification
  • Amendment support for scope changes and cost overruns

Appeals & Dispute Resolution

Experienced advocates who know FEMA policy well enough to win on the merits.

When FEMA denies or reduces a project, you have the right to appeal — but success requires a detailed understanding of policy, precedent, and proper procedure. Our team prepares First and Second Appeals and supports applicants through FEMA's Alternative Dispute Resolution (ADR) process.

What we deliver

  • First and Second Appeal preparation and submission
  • FEMA Arbitration and ADR representation
  • Policy research and legal coordination
  • Recovery of denied or reduced reimbursements

Closeout & Audit Preparation

Systematic project closeout that protects your reimbursement through final audit.

Grant closeout is where poorly documented projects unravel. We conduct pre-closeout audits, reconcile obligated vs. expended amounts, compile final documentation packages, and prepare clients for state and federal monitoring visits — ensuring every dollar received is defensible.

What we deliver

  • Pre-closeout internal documentation audits
  • Cost reconciliation and final accounting support
  • State and federal monitoring visit preparation
  • Audit response and finding resolution
